Unable to Install Windows Features VIA Server Manager, However Installing VIA PowerShell works just fine

So I am Unable to Windows Features VIA Server Manager, However Installing VIA PowerShell works just fine

Anyone else have this issue? 

Note: We patch our servers monthly, I have this issue on over 20 Server 2012 R2 servers that I have tested it on so far.

It doesn't seem to care what Feature I install or not from Server Manger it will just fail.
